Here's the answer most people are looking for: for a house, the National Electrical Code sets no maximum number of outlets on a 20-amp circuit — not eight, not ten, not any figure. The widely used rule of thumb is about ten receptacles, and it comes from simple math: a 20-amp, 120-volt circuit can deliver 2,400 watts, roughly 1,920 watts for anything running continuously, and electricians budget about 180 volt-amperes per receptacle. What the code actually limits is load — how much you plug in — not how many places you can plug it in.
That distinction matters, because an outlet with nothing plugged into it draws exactly zero watts. Where the 10-Outlet Rule of Thumb Comes From
A 20-amp breaker on a 120-volt circuit gives you 20 × 120 = 2,400 watts of total capacity. The NEC's overcurrent rules in 210.20(A) then require that any continuousload — something running three hours or more — stay at or below 80 percent of that, which is 16 amps, or about 1,920 watts. For commercial buildings, NEC 220.14 assigns each receptacle a planning value of 180 volt-amperes. Divide 1,920 by 180 and you get roughly ten receptacles; divide the full 2,400 and you get thirteen. That's the entire origin of the numbers you see quoted online.
Here's the part most articles skip: that 180 VA rule formally applies to commercial and industrial work, not houses. Dwellings are calculated differently — general lighting and receptacle load is figured at 3 volt-amperes per square foot of floor area, and the receptacles themselves aren't counted at all. The code's authors reasoned that in a home, more outlets don't mean more load; they just mean fewer extension cords, which is exactly what the code wants. So ten per 20-amp circuit isn't law — it's a sensible design habit that keeps circuits from being overwhelmed when real life plugs things in.

The Circuits Washington Code Requires to Be 20-Amp
Washington enforces the 2023 NEC statewide (the 2026 edition takes over on December 31, 2026), and while the code won't cap your outlet count, NEC 210.11(C) does dictate that certain circuits exist, be 20-amp, and serve nothing else:
- Two or more 20-amp small-appliance circuits for the kitchen, pantry, and dining area countertop receptacles
- At least one 20-amp circuit for bathroom receptacles
- One 20-amp circuit for the laundry area
- One 20-amp circuit for garage receptacles, serving nothing outside the garage
Notice what those rooms have in common: toasters, hair dryers, irons, and power tools — the highest-wattage plug-in loads in the house. Everywhere else, spacing rules quietly set your outlet count anyway. NEC 210.52(A) requires that no point along a wall be more than 6 feet from a receptacle, and kitchen countertops are tighter still — no point along the wall counter more than 24 inches from an outlet. One notable 2023 change: a kitchen island no longer requires a countertop receptacle, but the wiring provision for adding one later must be built in.

A single portable space heater draws about 1,500 watts — 12.5 amps, or nearly 80 percent of a 20-amp circuit all by itself. 15-Amp vs 20-Amp Outlets on a 20-Amp Circuit
Look closely at the outlets in a new kitchen and you'll usually find ordinary 15-amp receptacles wired to a 20-amp circuit — and that's perfectly legal. NEC Table 210.21(B)(3) allows 15-amp receptacles on a 20-amp circuit whenever the circuit serves two or more receptacles, and a standard duplex outlet counts as two all by itself. The engineering logic: no single household plug can pull more than 15 amps anyway, and the 12-gauge wire behind the outlet is rated for the full 20.
The reverse combinations are where it gets unsafe. A 20-amp T-slot receptacle on a 15-amp circuit invites a 20-amp appliance onto 14-gauge wire that can't handle it. Worse is the classic garage-sale fix of swapping a 15-amp breaker for a 20-amp one to stop nuisance tripping: the breaker stops complaining, but the 14-gauge wire in the walls is now allowed to carry more current than it's rated for, and it can overheat long before the breaker ever trips. Wire size, breaker rating, and receptacle rating have to agree — that trio is the first thing an inspector checks.
When an Appliance Needs Its Own Dedicated Circuit
Some loads shouldn't share, no matter how few outlets are on the circuit. Fixed appliances with heavy or motor-driven draws get a circuit to themselves, both by code and by common sense:
- Microwave, dishwasher, and garbage disposal — each typically on its own circuit in modern work
- Refrigerator — not strictly required to be alone, but a dedicated circuit keeps a tripped toaster from thawing the freezer

Signs a Circuit Is Carrying Too Much
Overload rarely announces itself politely. Watch for a breaker that trips whenever two particular things run at once, outlets or cover plates that feel warm, a faint buzzing at a receptacle, or lights that dim when an appliance kicks on. Inside Seattle city limits, electrical permits go through the Seattle Department of Construction and Inspections (seattle.gov/sdci), which enforces its own electrical code based on the NEC. Washington does allow homeowners to pull their own permit for electrical work on a home they own and occupy — the work still gets inspected — but anyone hired to do it must be a licensed electrical contractor.
